The Speaker of the House of Representatives, Hon. Abbas Tajudeen, on Thursday, signed a landmark agreement for the implementation of the Parliamentary Development Programme, which was previously agreed upon by the Speaker’s Office and the United Nations Development Programme (UNDP).
The Resident Representative of UNDP in Nigeria, Elsie Attafuah, who led a delegation from the UN body, signed the agreement on behalf of the organization.
Earlier this year, both the Speaker’s Office and UNDP had signed the Parliamentary Development Programme, which articulates the capacity needs assessment of the 10th House of Representatives.
Speaking at the signing ceremony held in Abuja, Speaker Abbas described the event as a significant moment in history for both UNDP and Nigeria.
“This is a historic day for the legislature, for the National Assembly, and particularly for the House. We have signed a critical document that represents perhaps the most important collaboration between the House and UNDP since the beginning of parliamentary democracy in Nigeria,” Abbas said.
He further emphasized the scope of the agreement, which includes comprehensive training for members of the legislature as well as staff and clerks of the chambers and committees of the House of Representatives over the next three years.
“UNDP has graciously committed to renting an office dedicated to this project and hiring staff to ensure its successful execution. This marks a momentous occasion for both UNDP and Nigeria, as it will significantly enhance the capacity of the legislature to deliver on promises to the people,” the Speaker added.

In her remarks, UNDP Resident Representative, Elsie Attafuah, expressed appreciation for the Speaker’s partnership and trust in her organization.
“We are truly honored that you, Mr. Speaker, have demonstrated your belief in us. We will not disappoint you in this endeavor,” Attafuah said.
She also reiterated UNDP’s commitment to supporting Nigeria’s development agenda, praising the Speaker for his inclusive leadership, particularly his focus on women’s inclusion and participation in politics and governance—key areas for UNDP.
Attafuah concluded by stating that the partnership between the Speaker’s Office and the House of Representatives would play a pivotal role in achieving the set objectives of the programme.
